The training comprises handouts, readings, exercises and assessments aimed at building and supporting skills for monitoring and making evidence-based decisions on teacher policy.
The training is organized in three modules. Learning goals are described here. Pre-training readings are available here.
Module 1 presents the main areas and levels for teacher policy decisions. For each area, the underlying theory, policy context in Rwanda, and relevant indicators for
policy monitoring are presented.
Module 2 reviews basic concepts on data literacy. It introduces the definition and measurement of key education indicators, discusses data access policies, data structures
and data interpretation, and presents basic descriptive and correlational statistics.
Module 3 shows how to calculate and visualize indicators for teacher policy monitoring using the R statistical software. The module provides an introduction to R and its
basic commands. Using data from Rwanda’s Teacher management Information System (TMIS), you will learn how to create and visualize indicators for policy monitoring.
Data, scripts, and exercises are provided.
You will start with the self-assessment, then complete the three modules, and finally conduct the self-assessment again to evaluate your learning.
